A significant geopolitical shift has surfaced as Azerbaijan hosted an international conference titled “Racism and Violence Against Sikhs and Other National Minorities in India: The Reality on the Ground". Organised by the government-affiliated Baku Initiative Group (BIG), the event marks a definitive move by the Azerbaijan–Pakistan–Turkey axis to globalise the Khalistan narrative and pressure New Delhi on the international stage.
High-Profile Attendance and Propaganda
The conference brought together a coordinated group of Khalistani extremists and Pakistani officials, signalling a unified front. Key attendees included:
- Abbas Abbasov: Executive Director of the Baku Initiative Group.
- Ramesh Singh Arora: The Minister for Human Rights and Minority Affairs of Pakistan’s Punjab province, whose presence provided official state backing to the proceedings.
- Sikh Federation Representatives: Influential figures from Canada and the UK, including Moninder Singh and Prabhjot Singh Warring (Canada), and Dabinderjit Singh Sidhu and Jaswinder Singh Khatkar (UK).
- Ranveer Singh: Representing the UK-based organisation “Everything’s 13".

Propaganda films and archival materials were screened, aiming to characterise India’s internal security measures as “systemic racism" and “genocide".
A Tactical Pivot to Global Bodies
A primary outcome of the meeting was the strategy to move beyond regional rhetoric and engage the United Nations. Participants discussed leveraging the UN Human Rights Committee to investigate alleged “extrajudicial executions" in India. The joint statement issued by BIG and the Sikh Federation International frames Sikh activism as being unjustly labelled “extremism", echoing a core Khalistani discourse designed to gain legitimacy in Western academic and NGO circles.
The Emerging Triple Axis
The role of Baku in this conference highlights the strengthening of the Pakistan-Azerbaijan-Turkey axis, often referred to as the “Three Brothers". Following India’s support for Armenia in the Nagorno-Karabakh conflict, Azerbaijan has increasingly aligned its foreign policy with Pakistan’s anti-India agenda.
Language of Alignment: Azerbaijani state media and think tanks have systematically adopted the term “IOJK" (Indian Occupied Jammu & Kashmir), mirroring Pakistan’s official terminology.
Foreign Policy Tool: Originally established in 2023 to target Western “colonialism" (specifically France), the Baku Initiative Group is now being deployed as a megaphone for the Khalistani movement.
This collaboration suggests that Pakistan is using Azerbaijan as a neutral-looking ground to facilitate disinformation and provide a platform for elements that are increasingly under scrutiny in Canada and the UK.
