In a landmark presentation at the World Economic Forum in Davos on Thursday, senior White House adviser Jared Kushner unveiled a definitive master plan for the future of Gaza. Speaking alongside President Donald Trump during the signing of the Board of Peace (BoP) charter, Kushner declared that the transitional administration has “no plan B", pivoting the mission from a fragile ceasefire to a permanent, economically driven reconstruction of the enclave.

The Strategy: ‘Demilitarisation for Reconstruction’

The core of Kushner’s vision rests on a strict “quid pro quo" framework: international investment and rebuilding will only occur in sectors where Hamas is fully demilitarised. Kushner presented a multi-phase strategy outlining the following security milestones:

Immediate Decommissioning: Hamas must immediately surrender all “heavy weapons", including missiles, rockets, and anti-tank systems.

Sector-by-Sector Disarmament: Small arms will be decommissioned in phases, moving from the south to the north, overseen by a newly formed Palestinian police force.

Amnesty and Integration: In a surprising move, Kushner proposed that Hamas members who voluntarily disarm will be “rewarded with amnesty and reintegration, or safe passage". The plan even suggests that some may be “integrated" into the new Palestinian police force after “rigorous vetting".

IDF Withdrawal: Once demilitarisation in a specific sector is verified by the International Stabilisation Force (ISF), the IDF will withdraw to a fixed security perimeter.

The ‘New Gaza’ Master Plan: Project Sunrise

Kushner’s vision, titled “Project Sunrise", seeks to transform Gaza into a “destination" using free-market principles. The plan is a 10-year, $112 billion roadmap designed to turn the Strip into a regional technology and tourism hub. The development is structured around a six-phase timeline.

Phase I and II will focus on Rafah and Khan Yunis, beginning with the reopening of the Rafah crossing and the construction of 100,000 new housing units. Phase III targets the Central Camps for initial industrial zones and essential utility repairs, including water, power, and sewage. Phases IV and V centre on the reconstruction of Gaza City, featuring large-scale urban redevelopment and a new airport. Finally, Phase VI focuses on the Coastline, envisioned as a dedicated tourism zone with 180 mixed-use towers and a deep-water seaport.

Context and Governance

The Board of Peace, chaired by Donald Trump, was established as a transitional governing administration. While the board includes global figures like Tony Blair and Marco Rubio, it effectively sidesteps traditional Palestinian political structures.

Gaza’s day-to-day civil affairs will be managed by the National Committee for the Administration of Gaza (NCAG), a technocratic body led by Ali Shaath. Kushner emphasised that this “New Gaza" would focus on GDP growth—targeting over $10 billion by 2035—and creating jobs through 25 square kilometres of new industrial zones designed for data centres and advanced manufacturing. He concluded the presentation by calling for an investment conference in Washington in the coming weeks to secure global private equity commitments.
