Russia on Wednesday said it had drafted a peace “memorandum" outlining its conditions for ending the conflict in Ukraine and plans to present it to Kyiv during a new round of direct talks in Istanbul on Monday, 2 June.
Moscow is preparing for the next round of negotiations with Ukraine in Turkey next week, with an aim to reach a lasting peace agreement.
“Our delegation, led by Vladimir Medinsky, is ready to present this memorandum to the Ukrainian delegation and provide the necessary explanations during a second round of direct talks in Istanbul on Monday, June 2," said Russian Foreign Minister Sergei Lavrov.
Lavrov also thanked Turkey for hosting the talks, saying, “I would like to once again express our gratitude to our Turkish partners for providing a hospitable venue, as confirmed yesterday by Turkish Foreign Minister Hakan Fidan during his visit to Moscow."
He added, “We hope that all those who are sincerely, and not just in words, interested in the success of the peace process will support holding a new round of direct Russian-Ukrainian negotiations in Istanbul."
Meanwhile, Ukraine has not yet commented on Russia’s announcement.
Diplomatic efforts to end the war have intensified in recent weeks. The two sides held their first face-to-face meeting in over three years earlier this month in Istanbul.
Vladimir Medinsky, a Russian political scientist and former culture minister, led Russia’s delegation during the first round of talks on 16 May. It was the first formal meeting between delegates from both countries since March 2022, shortly after Russian forces entered Ukraine.
That round of talks ended without agreement on a ceasefire, which Ukraine and its Western allies have been pushing for. Russia stated that certain conditions must be met before any ceasefire can take place.
US President Donald Trump has urged both sides to work towards ending what has become Europe’s deadliest conflict since the Second World War.
