Uganda’s Chief of Defence Forces, General Muhoozi Kainerugaba, has once again set social media ablaze with a series of high-stakes, and highly unconventional, diplomatic demands. The General, who is the son of President Yoweri Museveni, has given Turkey a 30-day window to deliver $1 billion and “the most beautiful woman in the country" to be his wife.

The ‘Security Dividend’ And A Marital Twist

In a flurry of posts on X (formerly Twitter) on Saturday, April 11, Kainerugaba accused Ankara of profiting from infrastructure, ports, and airports in Somalia while Uganda has spent two decades providing the security muscle to fight Al-Shabab militants.

“On top of the $1 billion from Turkey, I want the most beautiful woman in that country for a wife!"

He framed the cash request as a “security dividend" for Uganda’s long-standing military contributions to African Union missions. This isn’t just empty chatter; the General has threatened severe diplomatic retaliation if his terms aren’t met within a month. His list of consequences includes:

  • Closing the Turkish Embassy in Kampala.
  • Banning Turkish Airlines from Ugandan airspace.
  • Severing all diplomatic ties between the two nations.

“For Turkey, it’s a really simple deal… Either they pay us or I close their embassy here," he wrote, while also advising Ugandan citizens to avoid traveling to Turkey for their own safety.

A Pattern of ‘Cow Diplomacy’

If this sounds familiar, it’s because Kainerugaba has a history of using X to issue bizarre, sexist, and occasionally bellicose threats.

In 2022, he had offered 100 Ankole cows to marry PM Giorgia Meloni; threatened to “capture Rome" if rejected. The same year, he had claimed his army could capture Nairobi in less than two weeks. And in 2024, he had also offered to deploy 100,000 soldiers to protect “the Holy Land" in Israel.

The General’s “Twitter games" have historically caused significant headaches for his father, President Museveni. In 2022, Museveni was forced to issue a formal apology to Kenya and temporarily sack his son after the Nairobi invasion threats.

While Kainerugaba is widely viewed as the successor to the Ugandan presidency, his latest outburst leaves many wondering where the “General’s personal views" end and “official state policy" begins. As of now, neither Ankara nor Mogadishu has officially responded to the demand for the billion dollars—or the bride.
